The attack on Mumbai last week is being called `India’s 9/11,’ and rightly so. Like the bumbling Bush administration, India’s government ignored warnings of impending attack and reacted with confusion and ineptitude.

Equally important, the attacks that left some 173 dead and over 300 wounded, were clearly designed, like 9/11, to strike at India’s economy.  Mumbai is the center of India’s business and a symbol of its spectacular 9% growth rate in recent years.  Foreign investors are going to think twice about investing in India after last weeks horrors.

I have stayed at the hotels that were attacked: Mumbai’s Oberoi and the venerable Taj Mahal. The Islamabad Marriot, where I have stayed for 25 years, was destroyed in September by a truck bomb.
 
The Mumbai massacre is the  most recent sign that the ongoing conflicts in Afghanistan, Pakistan, and Kashmir, and terrorist attacks in western India, are beginning to merge into something bigger and even more dangerous.
 
The seaborne raid, which India claims was launched from Pakistan, appeared to have twin goals.  First, to punish and humiliate India over the Kashmir conflict. Kashmir is India’s only Muslim majority state. India has 500,000 troops and paramilitary units fighting Muslim Kashmiri independence-seekers.  The brutal, 19-year old struggle there has left at least 40,000 dead, mostly Muslims.  
 
Pakistan and India have fought three wars over divided Kashmir since 1947.  Clashes between Pakistani and Indian forces along the Kashmir cease-fire line are frequent. I have been under fire on the border – known as the `Line of Control’ – numerous times. 
 
The Mumbai attacker’s hunt for Britons and Americans also  suggested  revenge for intensifying US bombing of villages in Afghanistan and Pakistan’s tribal zone that was recently denounced even by Hamid Karzai, Afghanistan’s US-installed leader. 
 
Last June, 41 people died when India’s Embassy in Kabul, Afghanistan, was blown up.  India immediately blamed Pakistan’s intelligence service, ISI, and accused its agents of recent bombings  in Mumbai, Delhi, Ahmadabad, and BangaloreIslamabad denies these charges and accuses India’s spy agency, RAW,  of bombings in Pakistan’s frontier tribal zone and Karachi.
 
On the surface, Indian-Pakistani relations have been improving under US pressure.  But that was an illusion.
While Indian and Pakistani leaders were making nice to one another, India was rapidly expanding its influence into Afghanistan.  Large numbers of Indian intelligence agents are now operating in Afghanistan. In addition, India is arming and financing the anti-Pakistan North Alliance and the old Afghan Communist Party, and has just opened an air base in neighboring Tajikistan.
 
Washington does not want Pakistan distracted by its old feud with India over Kashmir or India’s machinations in Afghanistan, which Pakistan considers its back yard.  The US has rented 130,000 Pakistani Army troops to fight Pashtun tribesmen along the Northwest Frontier who are supporting their Taliban cousins in Afghanistan.  Indian threats of retaliation for the Mumbai attacks could force Pakistan to redeploy these troops to its eastern border with India, exposing already vulnerable US supply lines to more attacks.
 
India insists Kashmiri and Pakistani extremists groups – it names 36 – are backed by ISI in an effort to destabilize India.
Recently, Hindu extremists linked to the neo-fascist RSS and  Shiv Sena movements have begun attacking Indian Muslims and Christians.   Add to this witch’s brew vicious Hindu and Muslim gangsters known as `goondas’ who terrorize and extort India’s violence-plagued big cities. 
 
Regional secessionist plague India’s south and  east, and some Sikh’s still struggle for independence.  Some of these groups are discreetly supported by Pakistan. Naxalites, a Marxist  revolutionary movement of landless peasants, remains one of India’s major  internal security threats. 
 
India and Pakistan’s large arsenals  of nuclear-armed missiles and strike aircraft are on a hair-trigger alert.  The ongoing Indo-Pak confrontation, which I warned about a decade ago in my book,  `War at the Top of the World,’ is the world’s most dangerous nuclear threat.  President-elect Barack Obama has laudably vowed to seek a settlement of the six-decade Kashmir conflict.
 
India’s 155 million Muslims have been largely passive and  avoided violence.  But there a growing belief among some young Indian Muslims that they are second class citizens, oppressed, and denied any part of India’s economic boom. Many were radicalized by the horrible pogrom in 2002 in the state of  Gujarat in which up to 3,000 Muslims were massacred, many burned alive by Hindu mobs egged on by  right wing Hindu politicians. 
 
Small numbers of young Indian Muslims, infected by bin Laden’s jihadist philosophy, are turning to violence in spite of Delhi’s modest efforts to be responsive to Muslim demands and concerns.
 
The relentless expansion of the US-led Afghan conflict is dangerously destabilizing already turbulent Pakistan.  As India and Pakistan intensify their proxy struggle to dominate Afghanistan, bankrupt Pakistan is being bribed by Washington to wage war on its own Pashtun tribal people who oppose the western occupation of neighboring Afghanistan
 
Violence in Kashmir is again on the rise.  Indian crackdowns on both violent and non-violent Kashmiri Muslim independence-seekers have recently intensified.  
 
India’s patience is wearing thin.  But after a decade of terrorist attacks, it still lacks a well defined target for revenge or a way of preventing them.  Delhi is now claiming that the Kashmiri independence movement, Lashkar Toiba, was behind the attack.  This is, in fact, quite possible, though in the past Lashkar has been quick to take responsibility for its attacks.  Lashkar gunmen staged deadly suicide  attacks on India’s parliament in 2001.  But Lashkar denies involvement in the Mumbai massacre
 
Delhi has also long claimed that Lashkar and two similar militant Kashmiri independence groups, Jaish e Mohammed and Lashkar Jangvi, are armed, trained and financed by Pakistan’s ISI intelligence.  They certainly were, as I saw while inspecting Lashkar training camps in Pakistani Kashmir. But Pakistan’s former dictator, Pervez Musharraf, cut off officially support in 2002 under US pressure.  However, it is very likely that secret links still exist between the Pakistani Army and ISI  with the Kashmiri militant groups.
 
However, it defies credulity that Pakistan’s current feeble, bankrupt government, which is wholly dependent on US handouts, would stage a monster provocation against India.  But there are  many groups in Pakistan who want to see their nation cease aiding the US war in Afghanistan and return to the struggle to free Kashmir of Indian rule.
 
If Delhi concludes that elements from Pakistan were behind the Mumbai massacre, it will either have to keep the finding secret or else take action.  Indians are understandably demanding revenge and the Congress Party-led coalition is facing elections against the resurgent, Hindu chauvinist Bharatiya Janata Party, which is beating the war drums against Pakistan.
 
India could launch air strikes against militant training camps in Kashmir, or even send its increasingly powerful navy to blockade Pakistan’s main port, KarachiPakistan has only six days worth of oil reserves.  After that, it will run dry. 
 
Whatever India does, it must use extreme caution.  Both nation’s nuclear forces are going on high alert.  In the current supercharged atmosphere, a confrontation could easily get out of hand,  leading to major military clashes that lead to a nuclear exchange.

And while you are at it, name 10 reasons why someone would want to go on holiday to a country like Pakstan. Together with Sierra Leone and Albania, Pakstan is probably among the world's least favorite holiday destinations.

W-ellll...maybe yes, maybe no. The common factors are obviously the heavily radicalised Muslims, but you will notice that they are always localised to the area they are from, i.e,

Pakhtuns in S. Afghanistan, Mehsuds in Waziristan, Kashmiri Muslim urbanites in Srinagar, and the most logical suspects who carried out the Bombay attacks, radicalised Indian Muslims. And this is moving West to East.... we also have to remember the Naxalites (neo-Maoists) and of course some crazy Colonels in the Indian Army.

This doesn't look like a merger, more like an anarchic rise (eruption?) of what Eric has called before private enterprise violence by localised forces. Of course this anarchy has the potential to spark off a wider Indo-Pak war but the ppl in Islamabad and New Delhi, at least have sense to keep away from that.

Which brings me back to why the suspects had to be Indian Muslims. The ISI and the Pak Military already have enough on their plate. They ain't interested in starting sh*t elsewhere, with 1/5th of their troops stationed in an attempt to permanently bring FATA into some sort of new administrative framework. Gen. Kayani, Gen. Pasha, they don't seem to be the kind interested in expanding their plate of trouble.

There is one central threat to India that nobody talks about and Kudos to Eric for bringing it up.

The Naxalites.

Its worrying to me to see FATA outside any governmental control. Doesn't it worry Indians that they have 100+ districts in Central India where there is no Indian Police, Military or Para-Military control?

This is whats called in South Asia, Absence of the Writ of the State. And the only reason I do not think it worries Indians is that (a) either enough of them don't know or (b) they know but realise that the grinding poverty doesn't give the Naxalites any other choice.

If its (a) they're ignorant and should worry more about their own country than Pakistan.

If its (b) they at least realise what is the largest problem plaguing South Asia.

i doubt that even the ISI would have ordered this attack. a lot of these kashmiri groups are self autonomous and able to coordinate and carry out attacks on their own.

what's really frustrating the indians, is that they can't find even a shred of concrete evidence. because they don't know specifically WHO in pakistan to target, they are blaming the country as a whole. this may play well with their domestic audience, but it doesn't help them find and punish the culprits.

the indian army is supposed to be really big and bad. but their intelligence failed very badly. what was RAW doing? and how about the 'heroic' skinny commandos, who were bullied by 2 or 3 kids. really weird.

There is only one problem... there is no Faridkot in Pakistan.

I would love to know how exactly.

During the last stand-off (which was more serious... attack on Indian Parliament), we kept hearing how they were "minutes away" from a naval blockade.. but funny how they never got around to it.

Now, if India has invested in it's navy, so has Pakistan. Specially in it's submarine arm and anti-ship missiles. Plus surface assets. And new facilities in places like Ormara, which will be used to outflank the Indian blockade and crush it in a pincer. etc etc.

Great fun will be had by all.

Also don't forget that India has to get it's fuel from across the sea.

We can do more damage than they can when it comes to disrupting fuel supplies as we make weaponry that India has no access to. Like the Babar cruise missile (it can be used in an anti-ship role) which can get you at a far greater range than India's "Brahmos". And weapons like the air launched Ra'ad (not the same as Babar), which again has a far greater range than any "brahmos". These are only two examples.

In case of war or any other stupidity, Pakistan (if indeed we are behind the Bombay attacks) will tear India a new arsehole simply by sending in more terriers. They couldn't handle ten... how are they going to handle thousands or tens of thousands??? LOL

Just because the posting is in a BIG BOLD font does not make it correct. Eric Margolis, the eternal apologist for Pakistan (and sometimes for China) is at it again. Pakistan is the center of World terrorism and it was deliberately made so by the Pakistani ISI. It is time Mr Margolis accepted that.

However, this time the Pakistani terrorists have screwed up badly. As long as they targeted Indians alone, the US and its allies were quite content to provide India some verbal support and not do anything about it. This time American, British and even worse Israeli lives have been lost. These three nations are going make sure Pakistan will pay for this. I can not image how these Pakistanis could have tortured the Israelis before they executed them. Even Arab terrorists do not torture women.

In any case, Pakistan is a failed state. It will eventually be split into three (just like Yugoslavia) - a Pashtunistan, a Baluchistan and whatever is left over. Which remaining part of the three will Mr Margolis be an apologist for in the future?

A more fightening aspect is that the adversaries are clever enough to realise that Pakistan will likely divert troups from Afghanistan to the Kashmir... Also, India will not likely blockade Pakistan because it is a major supply route for the War in Afghanistan.

In 1988, Indian Navy and commandos took only 24 hours to storm Mamoon Abdul Quyum’s palace in the Maldives when it was taken over by rebels and eliminated the rebels within another
24 hours.

But in Mumbai, it India 60 hours to eliminate ten terrorists equipped only with KKs. The entire drama seems to be well scripted like Bollywood/Hollywood movies. On one side they blame ISI for planning, executing the whole episode and on the other hand they blame ISI for committing silly mistakes and leaving behind incriminating evidence to be picked up by the Indian intelligence so it could find easy links to Karachi/Pakistan.

Some other India lies include:

Indians failed to detect movement of the alleged merchant ship from Karachi and then its off loading of passengers at high sea.

These 10 daredevils traveled in rubber dinghies up to Bombay shores unnoticed. Was the Indian coastal defense system asleep?

The terrorists waded through the marshes of Bombay coastline, reached the road network, hijacked police vehicles, divided themselves in three groups and then headed for their targets in the posh localities of Bombay, and EVERYTHING GOES UNNOTICED.

Like precision guided missiles these terrorists reach their targets and take over heavily guarded two 5-star hotels, dodging the security system of the entire city of Bombay and the internal security system of these 5-star hotels and the Jewish center also.

They fight it out with Indian commandos for 3 days and all but one is killed. The Indians claim that he is ISI sponsored. If we believe the Indian storyline, it defies logic. How can a professional spy agency like ISI commit the following mistakes:

Sailing the terrorist off from Karachi. Why not Dubai, Chittagong or Eden for better deception?

Credit cards of Pakistani origin in their pockets. Do the suicide bombers carry the IDs in their pockets?

Their Pakistani Punjabi ascent. The first lesson given to intelligence operators is to adapt to local environments. If such an operation was planned by Pakistan and ISI, the operatives would have known that they would have to communicate/ negotiate with the hostages and others and hence would have concealed this giveaway sign.

I leave to the readers to decide if Indian lies are white or black.

I also leave to you to decide whether this is a RAW/Mossad staged drama or that of Lashkar-e-Tayyeba and ISI?

And how much credible are CNN and BBC anyway?

Commandos killed Jews, says Israeli rescue group

NEW DELHI, Dec 2: A private rescue group from Israel has claimed that Indian commandos inadvertently killed some of the hostages in the terror attacks in Mumbai, and the claim has evidently embarrassed both governments, news reports said on Tuesday.

Eric.. when China started growing at 9-10%... IT SHOWED. Even in the poorest sections of society, it showed. You could see the change at grass root level.

I hope you premise your statements regarding the widespread visibility of the new Chinese affluence on something more than a litany of YouTube videos. Knowing people who just returned from there, I would point out that the Chinese do a much better job of institutionally regulating public perception of their country's rise to power... Indians, by contrast, have virtually no ability to exercise such public relations control.

While I would agree that Indians have done an awful job of 'spreading the wealth' as it were, the Chinese haven't exactly begun building the new 'commanding heights' paradise either. Much of the country is still desperately poor; that's from testimony of people who have visited both the Indian and Chinese countryside. What the Chinese have been able to accomplish through centralized planning are widespread infrastructure improvements. Yet even these solutions come at massive environmental cost, and their development has been relatively inefficient.

As one who speaks with such apparent authority, I have to wonder if you've ever been to India? Pakistanis love to criticize their neighbor as you do here, but for one who claims that there has been no 'grass roots' improvement in India... well... have you actually seen how things have changed between, say, 1991 and today?

You might be surprised at what you'd find. There's no doubt that they have a LONG way to go. The Mumbai situation highlights the country's massive agency control and infrastructure problems. But to argue that there has been no real improvement at the 'grass roots' level overstates your case. When I visited our ancestral village in 1988, there was no electricity. By 2000, every other home had a refrigerator and cable television. A full quarter of homes had computers. And instead of one phone line for the entire village as in 1988, every family had a wireless phone.

Granted this is not the story of every village or slum, or even the majority of them. But like many of your criticisms of your most hated and despised neighbor, this rant smacks of the kind of partisanship and jingoism so typical of advocates on either side of the issue.

Islamabad has prepared a list of some 35 top terrorists, involved in a number of terror activities in Pakistan and is set to hand over the names to Delhi seeking an early arrest and handing over of the accused to Pakistan, The Daily Mails has learnt on good authority.
According to highly authentic sources, the list has been prepared by the Pakistan Foreign Office and the Ministry of Interior, with the assistance of police and intelligence authorities, in the backdrop of the investigations of different incidents of terrorism and sabotage in different parts of the country. The list was actually prepared many weeks ago but was not given to Indian authorities with the intentions of gearing up peace process. But, the sources say, now, after India has failed to handle the situation sensibly and has instead started asking Pakistan to hand over 20 so called Pakistanis, who it says are involved in numerous terror activities in India. Pakistan has decided to come up with a matching response and has decided to ask India to hand over at least 35 leading terrorists, who were found to be directly or indirectly involved in a number of terrorist activities in Pakistan.
It is learnt that Islamabad is also sending a copy of this list to Washington to bring it to the notice of US authorities and to clarify the actual state of affairs in the backdrop of the Indian allegations in this regard while it is also under consideration to release a detailed report in this direction for the consumption of anti-terror war allies.
According to the sources, list has been prepared after going through the reports of provincial CID departments, police records and intelligence reports and out comes of the investigations and interrogations, carried out by Police and Intelligence agencies. These reports suggest the persons nominated in the list of Most Wanted Indian are constantly engaged in different forms of terrorism against Pakistan and Pakistani nationals and unless these are handed over to Pakistan for trial in Pakistani courts. South Asian peace can not be ensured.

Surprisingly, name of former Indian Deputy Prime Minister Mr. L K Advani is not included in this list, though Advani is also wanted by Karachi Police for years and Pakistan has been asking India for his extradition to Islamabad.
It is learnt that many of the accused, included in the list are direct or indirect RAW operatives while a few belong to Hindutva Brotherhood terror network, though Hindutva establishment is also operating with full blessing and connivance of RAW. It is learnt that these names surfaced after the arrests of a different locally hired agents and militants who told the investigators during probes of different cases, about the whereabouts of these accused and are now ready to testify the same before any court. It is also learnt that Pakistani authorities later verified and counter checked the information, they obtained from local accused and passed on the details to the higher authorities after complete satisfaction. The sources say that the information, given to the top authorities in this regard is totally authentic and the evidences attached with the charge sheets of the accused in the list are undeniable and the Indians can not deny the charge sheets in presence of solid and substantive evidences annexed with the list.
It is learnt that when Foreign Minister Shah Mahmood Qureshi was heading for New Delhi last month, it was considered that he may pass on the list to his Indian counter part, politely but latter the idea was deferred with intentions to enhance the peace process and to keep the atmosphere for talks harmonious and cordial but after the latest development on part of New Delhi, it has decided to serve Indians in the same plate.

The violence that is sweeping Mumbai’s tourist and business areas is the work of rival Hindu nationalist terrorists and Muslim gangs, according to WMR’s Asian intelligence sources.

Scores have been killed and hundreds injured in the violence that swept India’s financial capital. Although the “Indian Mujahedin” and “Al Qaeda in India” are the corporate media’s suspects in the violence, the attacks have more to do with score settling and a warning by a CIA asset and Muslim-Hindu gang violence.

The violence began with some crude “dud” bombs being planted around the city. However, these are seen as “false flag” attacks carried out by HIndu nationalist terrorists who support the Hindu Bharatiya Janata Party (BJP), which hopes to beat the ruling Congress Party in forthcoming elections. The Hindu nationalists often wave the “Muslim terrorist” shirt to win popular support.

In the past, Mumbai’s exiled Muslim “Mafia” boss, on-and-off again CIA asset Dawood Ibrahim, a veteran of the CIA’s mujahedin war in Afghanistan and who is now living in exile in Karachi, Pakistan, and is wanted by Indian authorities, has the street muscle in Mumbai to stop further violence. Ibrahim owns a construction company in Karachi, has financial interests in Dubai, and is, according to our intelligence sources, involved with the CIA in Kathmandu casinos and the drug trade in Nepal. The CIA has shown no inclination to apprehend Ibrahim and with the Hindu nationalists making a power play in Mumbai with attempted “false flag” attacks, Ibrahim has shown no desire to stop the violence.

Former Indian BJP Deputy Prime Minister L. K. Advani said that India was rebuffed by then-Secretary of State Colin Powell and National Security Adviser Condoleezza Rice when he asked that Ibrahim be extradited from Pakistan to India over the December 2001 terrorist attack on the Indian Parliament in Delhi. India handed the Bush administration a list of “Top 20” most-wanted terrorists in exile in Pakistan but the request was rebuffed by Washington.

Ibrahim is likely behind a good deal of the anti-British and anti-American violence in Mumbai, according to our sources. Apparently, Pakistan’s President Asif Ali Zardari, the widower of slain former Prime Minister Benazir Bhutto, is a business rival of Ibrahim. Zardari allegedly leaned on the Bush administration to rescind America’s “protection” for Ibrahim and lift recognition of his U.S. and British passports.

Ibrahim is likely sending a message to Washington and London to lay off or he may go beyond chopping the fingers off a few American and British tourists and businessmen. What may come next with regard to Americans and Britons in India may be even worse if Ibrahim decides to up the ante if he suspects the CIA is involved in double-crossing him. Ibrahim also wants to send a message to the BJP and the Indian intelligence Research and Analysis Wing (RAW) that he has sizable gang muscle in Mumbai to carry out further attacks to paralyze India’s already-faltering economy.

Ibrahim has struck Mumbai before.


On October 14, 2008, WMR reported the following from Kathmandu, Nepal: “The CIA’s old Nepal proprietary airline, Fishtail Air, founded by a veteran of Camp Walker in Seoul, South Korea, still flies around Nepal. Nepal also served as a terror nexus between individuals connected to the CIA in Kathmandu and the Dawood Ibrahim criminal syndicate that carried out the March 12, 1993, bombings of the Bombay Stock Exchange, Bombay hotels, cinemas, and shopping centers that killed over 300 people. The bombings were a reprisal for the destruction of the Babri Mosque at Ayodhya by Hindu extremists. Over two thousands Muslims, including women and children, were massacred by rampaging Hindus after the mosque’s destruction. Ibrahim is now believed to be hiding in Pakistan.”

WMR’s Asian intelligence sources have provided additional information on the wave of terrorist attacks in Mumbai.

Under pressure from Washington, this past May Pakistan’s Prime Minister Yousuf Raza Gillani cut a secret deal with the United States and India to turn over to Delhi a number of residents of Pakistan wanted by India for terrorism. One of those included in the deal was the CIA’s erstwhile asset, Mumbai-born Dawood Ibrahim, a veteran of CIA operations in Afghanistan during the mujahedin war against the Soviets.

Ibrahim, according to our sources, has been under the protection of Pakistan’s Inter Service Intelligence (ISI) intelligence agency since June. He is being protected in Quetta, near the Waziristan tribal region. The CIA is fearful that if Ibrahim is deported to India, RAW and Russia’s Vladimir Putin will obtain the entire dossier on the CIA’s sponsorship of criminal activities and terrorist attacks. ISI would prefer Ibrahim to move to the United Arab Emirates, perhaps Dubai, where he has extensive financial interests. Pakistani President Asif Ali Zardari is a business rival of Ibrahim and the ISI would like Ibrahim to be at a distance from Pakistan’s president and “settle scores” with his old “allies” and new enemies in Langley from outside Pakistani territory.

Ibrahim is reportedly using his gangland “muscle” in India to send a clear message to Delhi and Washington that he is a force to be reckoned with. The son of a Bombay (Mumbai) police constable who, himself, dabbled in organized criminal activity, Ibrahim has his informants and agents peppered throughout the Indian police, India’s Research and Analysis Wing (RAW), and Pakistan’s ISI. Ibrahim also knows a great deal about the CIA’s operations on the subcontinent, including having the “goods” on the CIA’s “Afghanist” agents, as well as agency veterans of Kathmandu who dabbled in personal loans from Ibrahim to pay off gambling debts, personal favors for the CIA, highly sought after prostitutes, and drugs. Many of these veterans of Nepal are now senior analysts and operational personnel at CIA headquarters in Langley, Virginia.
The CIA has every reason to blame the Mumbai attacks on a coterie of “Islamist” groups, including Lashkar-e-Taiba, “Al Qaeda,” and a new group called “Deccan Mujahedin.” If the media takes a closer look at Ibrahim they will find links to Langley and that is something neither the CIA nor Pakistan or India wants to see happen lest other “dirty laundry” also comes to the forefront. Ibrahim’s joint casino interests with the CIA in Kathmandu apparently involves money laundering for top Indian politicians in New Delhi, as well as some of India’s more well-known “Bollywood” actors.

Indian police are now reporting they have seven small boats in their custody that were used by the Mumbai terrorists to sail from Pakistan to the Indian coast. WMR has learned the boats in question are inflatables used by Ibrahim’s commandos who landed on the Mumbai seafront from Karachi with AK-47s and walked down the sidewalk into the lobbies of 5-star hotels and simply opened fire. Part of Ibrahim’s motive is not only to send a message to Washington, London, and Delhi that he will not be traded in a double-cross engineered by the CIA but also to send a warning to the extremist Hindu Shiv Sena terrorist gang that he is not ceding Mumbai’s gangland turf to Shiv Sena without a fight.

Ibrahim also sent a warning message to Israel by seizing Chabad House in Mumbai, reportedly a haven for right-wing Jewish Orthodox groups and Israeli military “trainers” who pose as backpackers on holiday in Kashmir during their reconnaissance missions.

Apparently, the Israelis’ uncouth behavior toward Kashmiri locals, including cheating taxi drivers and lodges, became known to Ibrahim who figured he could also take advantage of his assault on Mumbai to teach the Israelis a couple of lessons. The Israelis are in Kashmir to train Indians on their side of the India-Pakistan Kashmiri Line of Control. The Israelis maintain a military training facility, known as the Ibex Center, outside of Leh, the capital of Ladakh. There, the Israelis train Tibetan exiles and local Buddhist soldiers who serve in the Ladakh Scouts, the mountain commandos who patrol the Indian side of the Line of Control and the Siachen Glacier. Also trained by the Israelis is the “Tibetan Army,” the Indian Army unit also known as the Special Frontier Force. The training takes place at the Mussorie parajump base in northern India. Kashmiri separatists claim Israeli trainers have served with Tibetan commandos in putting down insurgencies in Assam and Manipur in northeastern India.


The Israelis began operating out of Chabad House after receiving a contract in 1996, a year after a group of Western tourists were captured by militants in Kashmir. A Norwegian was beheaded in the incident. The attack was condemned by every mujahedin group in Kashmir and Pakistan. Some blamed Israelis for the kidnapping of the Westerners in exchange for the security contract and the use of Indian Air Force bases in Jammu, part of the Indian state of Jammu and Kashmir. The Jammu bases are within a 20-minute striking range of Pakistan’s nuclear facilities and missile bases. Pakistani ISI alleges that Israeli fighter bombers at the Jammu bases are disguised with false Indian markings and are armed with nuclear weapons.
WMR’s Asian intelligence sources report that Chabad Houses are fronts for Israeli military intelligence and Mafia activities in other Asian cities. In Bangkok, Israeli military pilots and drivers who stay at the Chabad House there train Thai Army commandos, divers, and pilots who are fighting a Muslim secessionist movement along the southern border with Malaysia. Bangkok police have long suspected Chabad House as a center for the Israeli Mafia, which runs its Ecstasy and Ice trade from Bangkok for all of Southeast and East Asia. The Israeli Mafia also reportedly runs heroin labs in Myanmar, where an Israeli military officer serves in Myanmar’s feared military counter-intelligence agency.

By torching the Taj Mahal Palace hotel in Mumbai, Ibrahim has also earned a few extra points with Pakistan’s government. The Taj Mahal is owned by the Taj Group, an enterprise of the multi-billionaire Tata family of India. Tata stands to make a fortune from the nuclear technology sharing pact as a defense supplier for India’s future modernized nuclear arsenal. The targeting of the Tata-owned hotel was a stark warning, via Ibrahim’s gang, that America will pay dearly for backing India’s expanded nuclear ambitions. And for that, Islamabad obviously looked the other way as Ibrahim’s men deployed to Mumbai by sea from Karachi.

As first reported by WMR while the corporate press was uttering the “Al Qaeda” bogeyman as likely behind the terror attacks on Mumbai, the Press Trust of India (PTI) is now confirming WMR’s initial report that Pakistan- and Dubai-based criminal syndicate boss Dawood Ibrahim’s gangsters handed over the weapons and explosive material to Lashkar-e-Taiba (LET) terrorists to carry out the assault on targets in Mumbai.

According to PTI, one LET terrorist captured by India, Ajmal Qasab, said he and his fellow terrorists sailed from Karachi and entered Mumbai’s port area with the help of Ibrahim’s agents who run several customs facilities in Mumbai. However, there are some questions being raised about Qasab and his claims. The so-called security camera shot of Qasab, who is being billed by the media as the “lone surviving gunman,” at Chatrapathi Sivaji train terminal in Mumbai, appears fake. The angle is too narrow for a train station which would have a wider angle and be shot from higher up than the photo being shopped by the Indian police. However, according to Asian intelligence sources, Qasab may have been trained by Hindu militants and was rushed to the scene of the attack for a photo opportunity hastily arranged by the Hindu right-wing Bharatiya Janata Party (BJP) propaganda team. One Asian intelligence source who has spent a great deal of time in Pakistan reports that he has “never seen a haircut like his [Qasab’s] in Pakistan or on either side of Line of Control in Kashmir.” He also pointed out that Qasab is a bit overweight for an average “mujad” who slim down in training by exercising and eating a sparse diet of lentils and flat bread.


An abandoned Indian fishing boat, the Kuber, discovered off the coast of Mumbai, was found to contain satellite phones and global positioning system (GPS) equipment pre-programmed with a return route to Karachi, Pakistan. The Ibrahim gangsters and LET terrorists had hijacked the Kuber and killed its crew.

It has also been revealed that the Trident-Oberoi Hotel had been chosen by the terrorists because a large number of Israeli businessmen were staying there while attending a diamond exhibition. WMR has learned from our Asian intelligence sources that a large number of Mossad officers used the Trident-Oberoii as a base of operations, along with the ultra-Orthodox Jewish Chabad House, which was also targeted by the terrorist-gangster alliance.

The Oberoi hostages were shot in the back of their heads, a typical gangland execution method preferred by Ibrahim and not the firing squad method used by LET. The outbreak of fires in rooms at the Oberoi also point to the possibility that the hotel was being used by British, American (possibly Defense Intelligence Agency), Australian, and Israeli non-official cover (NOC) agents as a base and documents were being destroyed before the hotel was fully secured by the Ibrahim-LET assailants. There was an initial report that a number of bodies of white males brought out of the Oberoi were Australians.

A report in Kashmir Times, since removed from its website, claimed that the terrorists that entered the Taj Mahal Palace hotel had identified two senior U.S. intelligence officers in the crowd. The fact that the two CIA agents were singled out lends more proof to WMR’s original report that Ibrahim was retaliating against his old CIA friends because he suspected them of working with India’s Research and Analysis Wing (RAW) and Pakistan’s Inter-Service Intelligence (ISI) agency to extradite him from his sanctuary in Quetta, Pakistan, to India. Ibrahim is a veteran of CIA “off-the-books” operations during the mujahedin war against the Soviets in Afghanistan and currently in CIA drug and weapons smuggling and money laundering activities in South Asia, particularly in facilitating the shipment of a bumper crop of opium from Afghanistan to enrich the coffers of CIA slush funds.

Ibrahim was also involved in supplying nuclear materials to Pakistan’s father of the nuclear bomb, Dr. Abdul Qadeer Khan. Khan has made no secret that the CIA was well aware of his activities and Ibrahim may be in a position to know much more about the secret networks that supplied Pakistan with proscribed materials, including nuclear-related and missile items, networks that may involve CIA channels and Turkish and Israeli criminal intermediaries.
The fate of the two CIA agents at the Taj, which was apparently being used by the CIA as an operational base, is unknown. Ibrahim’s targeting of Britons was a message sent to British MI-6 assets in ISI not to cooperate with the Americans and Indians in double-crossing Ibrahim by arranging a quick extradition “flight” from Pakistan to India.

However, Ibrahim, before he became a target for the United States, was keenly avoided by U.S. officials in connection with terrorist acts. On July 11, 2006, when Mumbai was struck by a series of deadly train bombings that killed over 200 people (the so-called “7/11” bombings), Assistant Secretary of State for Central and South Asian Affairs Richard Boucher was careful not to assign blame to Ibrahim. Boucher said, “Dawood Ibrahim is indeed on our list. We do think he was responsible for some of the previous crimes. I don’t know personally if he is responsible for this one or not . . .”

India is trying to boost the LET’s involvement in the Mumbai attacks while downplaying the role of Ibrahim. However, WMR has learned that LET was a mere subcontractor to Ibrahim’s criminal syndicate in order to send a message to Delhi, Washington, and London that he will not be bartered away in a side deal with Pakistan’s president, Asif Ali Zardari, Benazir Bhutto’s tainted widower, who is a business rival of Ibrahim in Pakistan. Zardari has made no secret of his dislike of Ibrahim, especially since the Indian expat son of a Mumbai Criminal Branch police constable is so powerful in Pakistan he is known as the “King of Karachi.”

The Indian government realizes that Ibrahim has catered for some time to India’s wealthy elite, including the nouveau riche of “Bollywood,” India’s movie-making mecca. He has served as pimp, drug dealer, moneylender at casinos (including the casinos in Kathmandu Ibrahim runs jointly with CIA assets), hitman, extortionist, import and export fixer, cop briber at amazingly reasonable fees via deals disguised as legitimate business contracts. In 1997, Ibrahim was accused of the contract murder of well-known Bollywood filmmaker Gulshan Kumar. One of Kumar’s Bollywood rivals was accused of ordering the hit on Kumar.

Ibrahim’s network in Bihar facilitates lucrative gold smuggling in and out of neighboring Nepal, a gold smuggling network that ultimately leads to Ibrahim’s gold smuggling operations in Dubai. Ibrahim also runs a lucrative gold and weapons smuggling operation in Gujarat. The Ibrahim gold smuggling operations in Dubai also mask British intelligence money laundering operations in the Caribbean and Isle of Man -- and this intelligence has been captured by National Security Agency (NSA) surveillance of both financial transactions and the reported compromise of encrypted British TOP SECRET UK EYES ONLY communications by NSA.

Ibrahim sent a lesson to Britain based on history. The weapons smuggled by Ibrahim’s men and the LET into Mumbai came through the customs house on Sassoon Dock and transferred to fast inflatable boats that landed at the Gate of India, the old British East India Company’s trade passage into India. The lucrative Indian drug trade conducted through Mumbai has been divided between Ibrahim’s Muslim gangs and the relatively new arrivals, the Russian-Israeli Mafia. The Indian drug business is largely run out of London and there has even been some cooperation between the Russian-Israeli mob and Ibrahim’s gangsters by divvying up stolen Nokia mobile phones --hijacked during the shipment process -- that are used to coordinate the drug and weapons smuggling trade.

However, WMR has learned from Asian intelligence sources that the Russian-Israeli gangsters operating out of Chabad House tried to take over Mumbai’s drug trade with the help of local Jewish mobsters so Ibrahim, while settling scores with India, the CIA, and Britain, decided to have his subcontractor LET terrorists pay a visit to Chabad House and “collect on a debt with high interest.” Ibrahim has always been careful to kill more criminals than he employs and after his attacks on Hindu and Israeli mobsters in Mumbai, the ratio has reportedly gotten better. Ibrahim eliminated practically every one of his criminal rivals in Mumbai during the 1980s and he is not about to see Hindu and Israeli crime syndicates replace him in his fiercely fought-for turf in Mumbai and other parts of India. Ibrahim’s drug and other smuggling operations in Thailand, Malaysia, Singapore, Africa, and Sri Lanka have also faced new and increased competition from Russian-Israeli gangsters operating in the same regions.

In March 1993, Ibrahim launched a deadly series of car bombings in Mumbai that, like the recent attacks, were dual purpose: Ibrahim got his revenge for a Hindu massacre of Muslims in India and he wiped out Karim Lala’s criminal network in central Mumbai, one of his last rivals in the city. Lala was once Ibrahim’s boss before Ibrahim broke away to form his own crime syndicate. The perpetrators of the attacks, possessing Indian passports, arrived in Mumbai via Pakistan with valid Pakistani visas obtained from the Pakistani consulate in Dubai. The Pakistani visas showed no Pakistan entry or exit stamps, courtesy of the ISI.


The 1993 terrorists arrived in India, like their more recent colleagues, by boat from Pakistan. Indian police found an unused detonator and timing device with an unexploded bomb used by the terrorists. The FBI confirmed that the timer was of U.S. origin and part if a CIA shipment to the ISI during the 1980s Afghan war.

Due to pressure from India and INTERPOL, Dubai pressured Ibrahim into leaving the emirate in 1994. He took up residence in Karachi and often traveled to Nepal. In 2003, Iqbal Kaskar, Ibrahim’s brother, and Ibrahim’s lieutenant, Ejaz Pathan, were extradited by the United Arab Emirates to India for their roles in the 1993 Mumbai attacks.


There is also evidence that right-wing Hindu elements of the RAW were aware of Ibrahim’s hit on Mumbai beforehand but allowed it to play out in order to carry out a “soft coup” by right-wing Hindu nationalists against the Indian Congress government of Prime Minister Manmohan Singh. The Hindu nationalists are allied through lucrative business ties with prospective U.S. Secretary of State Hillary Clinton. The Hindu nationalists are hoping for a showdown with Pakistan and a confrontation with China. The Hindu right-wingers are also supported by the Israeli criminal and intelligence network in India.

Ibrahim and his friends in ISI may have been sending a clear message to the billionaire Tata family that owns the Taj Mahal Palace hotel. The Tatas stand to make a handsome profit from the recent deal and the fact that the Tatas are Parsees -- fire worshippers -- prompted Ibrahim to order his men to burn down the Taj Mahal hotel.

The first police official who uncovered the soft coup in New Delhi by the Hindu right-wingers was Hemant Karkare, the anti-terrorism chief of the Mumbai police. Karkare was the first target when the attacks in Mumbai began, but it is certain that his knowledge of ties between Hindu terrorists and Indian RAW intelligence in carrying out “false flag” attacks later blamed on Muslims likely earned Karkare a death sentence from the Hindus and their RAW friends. One of the terrorists caught on CCTV at the Mumbai train station was seen wearing an orange wristband, which is commonly worn by Hindu fundamentalists.

And Ibrahim has his own connections with India’s extremist Hindus. Ibrahim’s influence over and fascination with Bollywood has resulted in a friendly relationship between the “King of Karachi” and the actor-turned-Hindu extremist, Hindu Shiv Sena leader Bal Thackeray, who has been accused of involvement in terrorist violence against Indian Muslims. Shiv Sena is connected to a gangland rival of Ibrahim’s, one of Ibrahim’s former aides, Chotta Rajan. Rajan split with Ibrahim after the 1993 Mumbai attacks.

On Feb. 6, 2006, three Pakistanis died in Peshawar and Lahore during violent street protests against Danish cartoons that had satirized the Prophet Muhammad. More such mass protests followed weeks later. When Pakistanis and other Muslims are willing to take to the streets, even suffer death, to protest an insulting cartoon published in Denmark, is it fair to ask: Who in the Muslim world, who in Pakistan, is ready to take to the streets to protest the mass murders of real people, not cartoon characters, right next door in Mumbai?

After all, if 10 young Indians from a splinter wing of the Hindu nationalist Bharatiya Janata Party traveled by boat to Pakistan, shot up two hotels in Karachi and the central train station, killed at least 173 people, and then, for good measure, murdered the imam and his wife at a Saudi-financed mosque while they were cradling their 2-year-old son — purely because they were Sunni Muslims — where would we be today? The entire Muslim world would be aflame and in the streets.

ISLAMABAD: The Newsweek, in its latest edition, has said that the Mumbai attacks apparently have been perpetrated by an indigenous group, the Indian Mujahideen.

The article says that these attacks have got some significant indigenous connections, not necessarily from Pakistan or Bangladesh or anywhere else but Indian. And the problem with these indigenous strikes is that they raise questions about India’s capacity to actually live and make workable a multi-ethnic, as they say, secular Indian state, to maintain that as a national identity and to make it workable, the article says.

So if the attack comes from outside it does not necessarily damage that national identity side of things, but it does threaten a cross-border level of violence with their neighbour in Pakistan that is probably almost as dangerous, the magazine says.

“...no matter how the Mumbai attack ends up being in terms of who is responsible and where the strings run, they do have an increasing problem with domestic violence or internal violence perpetrated by Indian Muslims and unfortunately it appears Hindu nationalists as well,” the weekly magazine wrote.

An Israeli Perspective

Israelis are not very interested in the debate over a Pakistani connection. Journalist Nathan Guttman, Washington correspondent for the Jewish Daily Forward, says Israelis view the incident as part of a series of attacks on Jewish and Israeli targets around the world. The attackers specifically targeted the city’s ultra-Orthodox Chabad-Lubavich community center, killing six Israeli and American Jews. Guttman says Israelis believe the Chabad Center was attacked because it was home for a Jewish group and for Israeli tourists. He says Israelis have been very critical of the Indian government for failing to have a level of security that could have prevented the attacks.

What I'ld really like to read by Eric would be a biography on his life.

The guy is fairly elusive when you think about it.

Most of Canada's salariat hasn't heard about him; his essays in the Toronto Sun get butchered by the editors (although its slowed a bit lately) if they're "interesting" in any way, the Indians despise him on a general basis, most Pakistanis wouldn't know about him if he didn't get published in the Dawn, and Chinese don't seem to know him much (except when he writes about Tibet, then the gutter communist agitprop starts flying); and in America it seems "Uncle Tom" Friedman is the most popular columnist.

I believe Eric's access to the establishment and his access to newspaper editors in Pakistan, has got downgraded, specially since the last change of Govt.

Either he is isolating himself or someone did it to him as a matter of policy.

So now, when it comes to matters of security, Eric resorts to old info or something that someone's cousin's friend's uncle's son-in-law, got over the phone.

Eric has no knowledge of IDEAS-2008. That much is clear. You can't even begin to comment on the South Asian military balance if you can't show up at an IDEAS event.

I believe Margolis has had some hope of better 'access' from the Indians. And this is what is reflected in his articles since one year ago.

Since I can't read Hindi so I checked with one of my Indian Muslim friends and he confirmed that it was indeed the reaction of Bombay attack....then I asked why are they beating to death their own INDIAN if Pakistan did that attack !!! ....he had no answer...he was like oh that's normal....

This is an answer for those who still thinks Pakistan was a mistake!!!! In India Muslims are tortured based on their religion and faith! Honestly, I can't understand why were their beating Indian if Pakistan is responsible for attack...

It seems to me that your piece does a fine summing up of the dangers of the situation. However, I would refer to the region as an OLD CRISIS ZONE, as this kind of configuration is not novel for South Asia.

The two countries have to learn to think a bit more sharply and avoid a repeat of the behaviour that led to division of India into Bharat (the original name adopted by independent India of today) and Pakistan, and has kept them busy with each other and hobbled for the past 60 plus years. The Indians I should say are smart people, but something happens to them when Pakistan comes up and sadly they lose all clarity. And we continue to get into bigger muddles. If it wasnt for this drawback these two countries could have come up like China, Japan, and Korea have managed to do.
